The R18+ game rating guidelines have been released

The classification guidelines for the new R18+ rating for video games have been released to the public ahead of the rating's introduction in January, 2013.

"These are important reforms over 10 years in the making," said Minister for Home Affairs and Justice Jason Clare.

The key point is that they will treated differently to other mediums due to interactivity. An action than constitutes an MA15+ rating in a film may be deemed R18+ in a video game under the new system.

"Computer games may have a higher impact than similarly themed depictions of the classifiable elements in film, and therefore greater potential for harm or detriment, particularly to minors," says the guidelines.

It also doesn't mean all games will be allowed into the country. Video games will still be banned if they include "illicit or proscribed drug use related to incentives or rewards" or "interactive drug use which is detailed and realistic." Sex is also restricted and can only be implied.

Here are the full guidelines:

Interactivity is an important consideration that the Board must take into account when classifying computer games. This is because there are differences in what some sections of the community condone in relation to passive viewing or the effects passive viewing may have on the viewer (as may occur in a film) compared to actively controlling outcomes by making choices to take or not take action.

Due to the interactive nature of computer games and the active repetitive involvement of the participant, as a general rule computer games may have a higher impact than similarly themed depictions of the classifiable elements in film, and therefore greater potential for harm or detriment, particularly to minors.

Interactivity may increase the impact of some content: for example, impact may be higher where interactivity enables action such as inflicting realistically depicted injuries or death or post-mortem damage, attacking civilians or engaging in sexual activity. Greater degrees of interactivity (such as first-person gameplay compared to third-person gameplay) may also increase the impact of some content.

The impact of material classified R 18+ should not exceed high.

Note: Material classified R 18+ is legally restricted to adults. Some material classified R 18+ may be offensive to sections of the adult community.

Classifiable elements

THEMES
There are virtually no restrictions on the treatment of themes.

VIOLENCE
Violence is permitted. High impact violence that is, in context, frequently gratuitous, exploitative and offensive to a reasonable adult will not be permitted.

Actual sexual violence is not permitted.

Implied sexual violence that is visually depicted, interactive, not justified by context or related to incentives or rewards is not permitted.

SEX
Depictions of actual sexual activity are not permitted.

Depictions of simulated sexual activity may be permitted.

Depictions of simulated sexual activity that are explicit and realistic are not permitted.

LANGUAGE
There are virtually no restrictions on language.

DRUG USE
Drug use is permitted.
Drug use related to incentives and rewards is not permitted. Interactive illicit or proscribed drug use that is detailed and realistic is not permitted.

NUDITY
Nudity is permitted.

so R18+ basically means it can have a bit more violence than MA15+? seems kinda weak guidelines imo -_-

Well, considering that we lost L4D2 just because the zombies bled too much, (even though Dead Island was perfectly fine. huge derp there) it seems that the overly gruesome aspects were really the only thing holding us back... though i really dont like the way they described "High impact violence that is, in context, frequently gratuitous, exploitative and offensive to a reasonable adult will not be permitted." .... because i know EXACTLY what kind of adult theyre talking about, and thats not much better then not having an R18...

even if that fails: imports.

eventually theyre gonna realise all theyre doing is killing the australian games market and completely failing to block us from playing the games.
It's really just improving the MA rating which was depicted as broken.

So it's only about protecting children, rather than protecting children AND allowing adults access to choose what they consume themselves.
So violence is OK, but sex isn't? How odd? Does that mean that if GTAV has something like the 'hot-coffee' of GTAIV, it'll still get an 'RC'?

Our system isn't as bad as the US' ERSB (or even their television guidelines (they have a rating called TV-Y7-FV, a bit over the top). MA, M, AV still confuse me but eh i'm 18 I don't worry about restrictions :3

Yep.
What about alcohol and cigarettes?

I think its stupid that this is the only form of "adult only" product where its availability is based on whether or not kids can safely use it.

I wonder how all other adult only products managed to reach the shelves.
So let's make a rating for adults but then censor what adults have access to.

But why didn't they make R 18+ in the first place? Some of the actions that the government make, just bedazzle me... :E
I actually don't get the vendetta against sexual content. Sex is legal for people over 18. Violence isn't legal for any age group. Now I don't want violence restricted but it doesn't make any sense to restrict sexual content and not violence. MOAR SMEX PLEASE!

The drug restrictions make some sort of sense ... but i still think they are stupid nanny guidelines.

I wonder if the rating will end up changing later and this is just the start to get it approved. They might see how things are running a couple years after is introduced then make it more adult or something. at least it will cut down on some of the whining kids over the mic in cod. And it's also good to help out the parents that really shouldn't be parents. I'm sure most of them wouldn't want to buy there 15 year old kids a game with R18 on it. also helps the gameing community, parents really can't complain about a game if it's labelled R18

Be quicker if they just fired Ned Flanders off their committee =D
and actually put "Gamers" on it, you know, the kind of people who it would affect and have 1st hand experience of what is deemed "too much" xD.
