Ubisoft has come out and stated that the second character featured in the impressive Watch Dogs demo was actually a second, online player.
During the final moments of the demo, the camera pulled back from the action and started following a different person entirely. These moments of the demo have been removed from YouTube published clips, but VG247 has confirmed that it was indeed a second player.

Watch Dogs features an entirely open, always-online Chicago for players to explore. At this stage the online component is interesting; rather than standard co-op or competitive multiplayer modes, players will see others online completing missions, and will have to deal with the fallout of each others actions independently. An interesting concept that builds on from a similar system found in thatgamecompany's Journey.
