God, I used to love Max Headroom.
It doesn't look like a H.H. Geiger sketch though. Hard to tell being so small, but it doesn't appear to have the fine line work he put into them. He did have quite the eye for detail. I thought it may have been taken from one of the many comics they had done.
Or do you mean "as designed by?" H.R. Geiger?
